MiHIN has been at the forefront of transforming health information exchange by providing private, secure, and innovative information sharing services for over a decade. Over the next four years, MiHIN’s strategic direction will be centered around 4 visionary goals. Accomplishing these goals will help ensure MiHIN continues to provide meaningful and necessary services to stakeholders in Michigan.
The 21st Century Cures Act calls for the development of a trusted exchange framework and a common agreement. The Common Agreement establishes the technical infrastructure model and governing approach for different health information networks and their users to securely share clinical information with each other – all under commonly agreed-to rules-of-the-road.
Common Agreement V2 adds a number of new elements to significantly advance nationwide network-to-network interoperability. The biggest change is the adoption of Fast Healthcare Interoperability Resources (FHIR®) -based exchange, which will allow participants to leverage TEFCA governance, policy, and technical services to scale FHIR Application Programming Interface (API)-based exchange nationwide.
On July 10, 2024, the Office of the National Coordinator for Health Information Technology (ONC) unveiled the Health Data, Technology, and Interoperability: Patient Engagement, Information Sharing, and Public Health Interoperability (HTI-2) proposed rule.
The HTI-2 proposed rule builds on the foundational work of the HTI-1 final rule by introducing several new standards and certification criteria aimed at enhancing interoperability among healthcare providers, public health entities, and payers.
Stakeholders are encouraged to review the draft rule and provide feedback during the 60-day public comment period after its publication in the Federal Register.
Thank you for your patience and understanding as we transition from the legacy Holon ReferralsPlus platform to MiHIN Referrals. As a reminder, based on valuable customer feedback, we have extended the migration timeline from July 17 to August 28, 2024, to ensure a smooth transition and minimize disruptions to patient care. All documents pertaining to the migration are available for access on the website.
Current actions to take:
Access and complete all tabs on the Practice Planner, and return to referrals@mihin.org no later than August 9.
Ensure all referrals are up-to-date by closing/completing scheduled referrals, or canceling ones no longer needed.
Last month, the U.S. Department of Health and Human Services (HHS) released a final rule establishing disincentives for certain health care providers that have committed information blocking (the HHS Provider Disincentives Final Rule), as outlined in the 21st Century Cures Act of 2016. The final rule advances HHS priorities for deterring information blocking and promoting safer, more coordinated care for all patients through electronic health information sharing.
The final rule also establishes a process for the public posting of information of actors (including certified health IT developers and HIN/HIEs) who are determined to have committed information blocking (and after exhaustion of any available administrative appeals).
