1 in 5 Americans struggle with mental health issues on a daily basis
half of U.S. adults who have a mental illness (nearly 27 million people) are battling mental illness without treatment
10.6% of American youth suffer from major depression. These youth are among the most vulnerable of our population and are the future of society
These statistics indicate that mental illness is a common problem in the United States. Any affliction that impacts 50 million Americans and growing is one that deserves a critical eye so that it can be addressed at its root.
Now, consider what happens when much of those individuals’ behavioral health information — medical history, lab results, medication lists, treatment plans — is locked out of electronic exchange. The lack of this information in a person’s health record can put them at risk, potentially leading a provider to prescribe treatment that compromises the person’s safety, disrupts their recovery, or otherwise negatively affects their overall well-being.
Using electronic health information exchange (HIE) to facilitate necessary care coordination could go far in improving both the patient experience and their treatment outcomes.
Here are some of the ways MiHIN is trying to support behavioral health data exchange:
promoting interoperability of Behavioral Health (BH) data to support providers in more timely, accurate, and efficient care for BH patients
working with Michigan Medicaid insurance plans, such as the PIHPs to utilize the eCMS (Electronic Consent Management Service) within their population of Medicaid beneficiaries
adding BH information to the exchange of health information allowing providers to support holistic care planning and management
ECR Onboardings
Electronic Case Reporting (eCR) is the automated, real-time data exchange that allows healthcare providers to send case reports regarding a patient’s infectious disease status to a public health agency. ECR is now required by the Centers for Medicare and Medicaid Services’ Promoting Interoperability Program (PIP) for eligible hospitals and critical access hospitals.
Reporting infectious diseases is a vital component of overall public health. Healthcare providers are required to report communicable diseases so that:
• Outbreaks can be managed • More routine trends can be investigated and managed • The public can be protected from infection • Treatment and education can be provided to impacted populations and providers • Preventative measures can be enacted • Long-term success efforts can be measured • Research into causes and cures can be more exact
The Michigan Health Information Network (MiHIN), in partnership with the Michigan Department of Health, through our eCR Use Case, is now onboarding interested organizations with EHRs certified for eCR.

An enhancement for the ADT Fallout Report and MedRec Fallout Report in the MIGateway Conformance Module has been moved to pre-production and is currently going through quality assurance testing.
This enhancement includes the ability to select and download more than one fallout message at a time and an updated user interface layout for each report. We will also be releasing the ADT Mapping Analysis Report. It lists all values sent in a mapped segment over a given period and indicates whether the value was mapped. Once we have completed all testing, this enhancement will be moved to production in June.

At The Download in May, Shreya discussed how the new Streamlined Modular Certification (SMC) Rule will impact the way the State submits funding and how MiHIN's Use Cases are structured to meet their goals. She also highlighted requirements for providers, dictated by the proposed Inpatient Prospective Payment System (IPPS), who will need to meet them to receive Medicare and Medicaid dollars.
